今天收到香港区议会选举（11月18日）的投票通知书，正在很兴奋地看，第一次独立行使我的选举权，真的很兴奋。
回想当年在北京读书的时候，有一次选人大代表，班干部通知，某月某日几点到哪个教学楼参加投票，要带学生证身份证，不能前往投票的人要请室友代填选票——当时感觉自己就是个投票工具而已，到了投票现场才知道候选人是谁。一共三个候选人，任选两个。从头到尾没见过候选人的竞选介绍，除了名字、所在院系和职称以外没有别的任何信息提供给选民。另外，因为每个大陆学生读大学都要迁户口到学校所在地，所以规定每个学生都要去投票，结果就是我这个拿香港证件没有户口可言的学生也被赶去投票了。。。其实我很好奇，照这个规定，那些外国国籍的留学生是不是也可以去投票？不过当时没有求证过。。。
今天收到政府寄来的资料一共四张纸：一张是投票程序简介，告诉我什么时间到什么地点去投票，要带哪些证件，投票的步骤有哪些等等，背面附了一张很详细的地图。第二张是候选人简介，本选区三个候选人的相片、个人资料及竞选政纲。第三张是一张窄窄长长的卡片，是正式的“投票通知书”。第四张是廉政公署发出的“选民须知”，警示不可以参与任何选举舞弊行为，并提供详细的举报方式。
看到手里这四张纸，回想几年前那次投票，我第一次感觉到自己是个“公民”，而不是其他人的“当选工具”。所谓的公民教育，如果只是把人当工具来对待，又谈何成效呢？
